About:240-Hour Visa-Free Transit

Would it work to fly Seattle - Shanghai - Phucket - Shanghai - Seattle?

Can you use two transit visas that close together?

Yes as long as those are the only landings then you can transit without visa each way. No time limit of how long you need to leave China before you can transit again.
