Is it possible my friend will submit my application

What will my friend submit so that she will be the one to process and get my passport afterwards..Is authorization letter allowed.

Yes, you can ask your friend to submit the application for you. Generally speaking, the authorization letter is not required but you can issue him or her one in case of unexpected use.
