About:24-Hour Visa-Free Transit

Transit from Shanghai to FRA Germany

Hey, i book a ticket from SIN (Singapore) to FRA (Germany) , but i have a layover time in Shanghai for 8 45 h .. and i holding a Thai Passport ..

My Question is,
Do i need a Visa for transit ?
I dont get it with the 24 hour free Visa,
Does it mean that i can get out from the Airport and come back in time back?
Or i only can walk thru Airport , and not leaving the Airport ?

(My Pass valid until 2023 , have a German Perment Resident, have Proof for my next fly to Germany Frankfurt International Airport)

Your itinerary perfectly qualifies for 24 hours TWOV. In short, you do not need visa and whether you will be allowed to exit the airport is up to discretion of Chinese border official. Please, have in mind to mention at Singapore check-in and also to Sinaporean border control officials that you will travel through China visa free.
