About:China Visa

ADVISE US WHAT TO DO

Last month, I posted a question about a friend of mine who left his university in china to another ciy to make some cool cash before jetting out of china. Now his school messaged him that his resident permit has been cancelled by the PSB in accordance with chinese Law. According to one of the comments i got the first link question that he wouldnt be allowed to jet out of china whenever he wants to, and that he might be jailed and fined 10,000 rmb even if not banned. My question now are:

(a) since he still have 3 months left on his permit, should he appear at any PSB in any city in china to explain to them and perhaps they would fine him of that money and allow him to leave china within 1 month. If yes, can you suggest any lenient and easy to work with PSB?

(b) Must he only show up at the former PSB where the permit was granted at first?

(c) Would they have to fllow him to where is he now living at all?

A) and b): a general rule of thumb is that the PSBs NOT located in where the residence permit was issued are not obligated to accept his surrender. However there is also a potential catch-22 situation in which the PSB that issued the residence permit will tell him to return to the place he stayed when his permit was cancelled to surrender. Overall, contact the PSB that issued the permit first. There's no "lenient" way to solve this given where you are from and there is a possibility that the local PSB will categorize this type of overstay to be serious enough for a 5-year ban.
C) That is up to the PSB.
