is there a bus from Xian north rail to lianhu at 10pm. if not what is the cab fare?

You mean the Lianhu District?
Which exact place do you want to go? Lianhu District covers a large area.
In general, you are suggested to take local metro line 2 to reach Bei Da Jie Station or Bell Tower Station, which belong to Lianhu District.0

In fact, you can take Metro Line 2 from North Railway Station to Bei Da Jie Station directly. It takes about 30 minutes and costs CNY4 per person.0
