About:24-Hour Visa-Free Transit

144 visa free. Cathy

Hi,
I am flying from uk to Shanghai on to Hong Kong. The flight from uk to Shanghai has a 2 hour change in Dubai, will this still allow me to get 144 hour visa free in Shanghai?
