About:24-Hour Visa-Free Transit

which airport to apply for TWOV

To apply for the 24hr TWOV, I have heard that you need to do that in the country you are leaving from prior to entering China,, but everything I read indicates that you have to apply upon arrival in China. Please help.

It's not a visa so you can't get it unless you are going through immigration in China.

You are not getting a visa. You are in transit without visa (TWOV) and you inform your carrier at the airport when you check-in/board, and tell immigration when you arrive in China.
