Short stay visit to Shanghai

I want to visit my fiancé who is currently working on a project for a French boutique chain in Shanghai.
Can I do that with the 72 hrs VOA in Shanghai airport? (Since I will leave again on day 3..)
I am Dutch (Netherlands) and he is French

If it's a transit in Shanghai, you can get the free transit, and no need to apply for visa.

Thank u for your reply. The problem is: NO, Im not transitting..
Im currently on Bali.
It would be a return flight Bali - Shanghai & v.v.
Do you HAVE TO BE A TRANSIT PASSENGER?

Yes, it has to be a transit in Shanghai.
