About:24-Hour Visa-Free Transit

24-HOURS TWOV from Haikou a Visa free china state

I will be travelling to Guangzhou from Haikou to catch my flight to Melbourne.
Does the 24 hour TWOV apply?

Technically correct but IIRC a list of eligible nationalities (not the other way around) is on Timatic. If you have entered Haikou after clearing immigration there and you were admitted as a visa-free tourist, then you must also depart from the island of Hainan on an international flight. OTOH if you have paid for and got a VOA then you will have no problem catching your flight in Guangzhou.

30 day visa free entry of the island of Hainan does not allow you to travel to mainland China. You need a visa for that. Many nationalities can apply for this upon entry in Haikou. If you have Australia passport you can do this. Indonesians and Filipinos need to show proof of having a chinese visa in the past. The following passports are not eligible

Afghanistan, Algeria, Bahrain, Cameroon, Egypt, Iran, Iraq, Jordan, Kuwait, Israel, Lebanon, Liberia, Libya, Nigeria, Oman, Pakistan, Palestine, Qatar, Saudi Arabia, Somalia, Sri Lanka, Syria, Sudan, Turkey, Uganda, and Yemen.

It appears to be so. Also keep in mind that you need to provide proof that your entry has been approved by local immigration. Such proof can only be obtained from a travel agency which will do it days in advance for a fee, and if the itinerary is noncompliant then you will be refused such permission.
