About:24-Hour Visa-Free Transit

Flying into HK, then train to Guangzhou and then Zhongshan

Am I eligible for a TWOV if I fly into HK, then take a train to Guangzhou and then a train to Zhongshan?
I would only be there for a few hours, then get a train back to Shenzhen and apply for the 5 day visa to stay in Shenzhen for a couple of days.

You will need to a visa to go to Guangzhou or Zhongshan from Hong Kong. Shenzhen VOA will also not work as you will not be entering from a third country. Also Shenzhen VOA doesn't allow you to leave the city of Shenzhen so you cant make that your first stop either.
