About:Nightlife in Hengyang

We are arriving in Shanghai Pu Dong Airport from US with a stop over of 22 hours.

Do we need a visa to go to our hotel for the night? Do we need to check out then check in our luggage for onward flight to India?

You don't need a visa. But if you want to leave the transit area, you need to apply for the Stay Permit when you arriving at the airport.
About the transfer procedures, it depends on your airlines. It depends on whether if you need to recheck your luggage.
