About:China Transit Visa

Taiwan Passport with no national identity number

Hi,
I am carrying Taiwan Passport but it has no national identity number because I am living and born in the Philippines.
My question is, do I need transit visa if I'm staying in the Guangzhou airport for 8 hours? My flight is from Manila - Guangzhou - New York. My airline is China Southern, the airline advised me to apply for transit visa. But when I called our China Embassy in Philippines, they told me that I do not need any entry permit. The China Southern Airlines keeps on insisting me that I should apply. I am confused, do I need to apply or not?

You need a Chinese Travel Document. ROC passport holders technically can get a Taiwan Compatriot Permit on arrival, which is required even when in transit. However since your ROC passport does not have an national ID number, you are not eligible for one and hence must get a CTD. Keep in mind that no Chinese visa will be issued to ROC passport holders.
