I' m an Irish national living in england. I have an Irish passport. If i apply in england will the fee be lower at the Irish rate of fees? or would I have to travel to Dublin for that?

I think you can apply with Irish passport from the CVASC, and you may need to pay GBP 94 for that. You can contact the visa office to confirm.
