Can I apply for a student visa while in China?

I plan on studying in China, however I will already be in China before I would be able to apply for a student x. Would it be possible to apply for a student visa while I’m in China on a tourist l?

It's possible for you to change the L type into student X type at the exit and entry administration of the local PSB. You can have a try.
