About:240-hour Visa-free Transit in Shanghai, Zhejiang, and Jiangsu

Can I qualify for 24 HR without Visa and what that mean ?

fling from JFK to Philippine and I will stop in Shanghai for 17 hours round trip and I am us citizen
can I qualify for 24 HR without Visa
And I can enter SH and stay At hotel and see SH for 24 HR is that right

Yes, you can. But if you want to leave the transfer area at the airport, you need to apply for the Stay Permit when you arriving at the airport.
