About:24-Hour Visa-Free Transit

24 hour TWOV.....needing a little help.

Hi we are on Costa Venezia visiting Shenzhen for just 7 hrs in April 2019.
I'm just looking for confirmation that we can use the 24 hr TWOV.
Costa the Cruise line are not being helpful at all simply saying it's theassengers responsibility.
If anyone has up to date information that would be brilliant.👍

24 hour TWOV in Shenzhen doesn't work when the next stop is Hong Kong.
