Visa for Tibet arranged from Australia

Good morning
My partner and I would like to travel to China and understand we will need to apply for a Tourist L Type. Is it possible to also apply for a visa into Tibet from Australia, or do we need to wait until we are in China to apply? Would you be able to advise regarding processing times for each scenario?
