Do i need transit visa travel from Delhi to Heihe with russian passport?

I fly on open tickets for the crew. different companies. Delhi Shanghai, Shanghai Harbin, Harbin Heihe. Heihe visa regime for Russians. from Heihe to Blagoveshchensk. The same route on the way back to Delhi

AFAIK that scheme will not let you leave the area and you have to enter over land to be eligible, so you will need a transit Visa.
