With the shops closed during chinese new year, are there any items expats should stock up on to avoid running out and being unable to buy, eg water?

Don't worry. There are still several convenient stores that will open during the Chinese New Year. You can go there to buy water and foods. And generally speaking, the shopping malls and big restaurants will also open.
