Is Barcode Letter mandatory for VISA?

I am planning to participate IUCN otter congress which will be held in China next April. I got the invitation letter, but not the Barcode letter. So I need to know, should I need a Barcode letter for the entry permit.

If it's not required by the visa office, you don't need it then. You can contact them to inquire that.
