About:144-Hour Visa-Free Transit

What is the process for obtaining 144 hour free transit visa

Can someone tell me what is the process to obtain this? Flying from NY to Hong Kong for 3 days then to Shanghai for 3 days then flying back to NY. Is there an application or document I need to fill out? At airport in NY? When arriving in Shangai? Or hotel? Kindly advise the process for this.
