About:144-Hour Visa-Free Transit

Is this eligible route for 144 hour TWOV

Is this an eligible route?
US--> Toronto--> Shanghai (PVG)---- cruise to Japan with 3 stops --> Shanghai --> Toronto --> US
we enter Shanghai on 6/5/19 and on 6/6/19 we board a cruise ship that departs at 4:30pm.
We sail to Japan and stop in Kyoto then Kobe then Tokyo before heading back to Shanghai.
We are back in Shanghai on 6/13/19 and fly out to Toronto that day

Are we eligible for a 144 hour TWOV?

Yes if only landings in Japan will be on the boat then this qualifies for 2 separate transits.

Thank you Paul. What is the likelihood of being denied a 144 hour twov? Since we don't get the the 144 hour twov until we are at immigration, what happens if they deny us ? I saw possible reasons for denying the 144 hour which wouldn't concern/apply to us but I am worried about not having a visa in advance.

It's not a visa. You are in transit without a visa. If you're really worried, then get a visa in advance.

I don't know if your first stay is Shanghai is over 24h, but on your return you are eligible for the 24h transit as your transit time is under 24h.
