32 kg is one luggage and the sizes are as follow:
length+width+height≤203cm, 2×(length+width+height) ≤273cm
This is the largest luggage limit.
However, for the free baggage allowance, you can take two luggage and each should be less than 23kg and length+width+height≤158CM.
The carry on luggage should be less than 10kg and length+width+height≤115CM.

So, the option is either 32kg one luggage or 23kg+23kg two luggages for checked luggage.

Not really. The 32kg is the largest limit and the part over 23kg need to pay extra fee. The limit of free luggage is 23kg.

Oh I see, so if I have two luggages 23kg+23kg and one hand carry less than 10kg, then I’ll be ok and don’t need to pay right?

my airline states me that the combined dimensions of the both of the 2 check in luggages should less than 107 inches
