This is separate from the level 2 warning to Europe, those are due to past terrorism incidents. If you are genuine tourist you have nothing to worry about.

The travel warning is largely accurate but is mainly of interest to Chinese-born or Chinese-descent US citizens as well as business travelers. It is also mostly a reminder as the practice mentioned is nothing new. Individual travelers should always research on a country and know what to expect when traveling.
