About:24-Hour Visa-Free Transit

Rejected from 24 hr visa: Phuket - Shanghai - NYC?

Confused here, we just got rejected from leaving the Shanghai airport when trying to get this 24 hr transit free exemption to do some sightseeing during a 14 hr layover. I couldn't get much of a clear answer as to why, but it sounded like we were prevented because we were leaving Shanghai the same day. If we had an overnight layover it would have been permitted, apparently. Any thoughts?

You were not rejected from 24 hours transit without visa, but you were not granted the Temporary Entry Permit which allows you to leave the airport. That has become more common recently at Shanghai, but 14 hours seems longer than usual.

Just curious, did you provide a hotel booking?

We landed at 6am and were departing at 8pm - so no hotel/overnight. We did have a tour guide waiting outside, but they didn't listen to our appeals to let us through.

Shanghai immigration has begun requesting hotel bookings from passengers from last year, apparently due to some people intentionally overstaying their authorized duration of stay when using the TWOV. Last January people were explicitly told of this requirement and many were caught on the spot. This time it was obviously poor communication on immigration's part but it's also legal and you don't have a right to appeal.
