About:24-Hour Visa-Free Transit

We are all Philippine passport Holder

We have 24hrs layover in Shanghai pu dong but we want to go out the airport to stay in a hotel because i have 3 children then go around for sightseeing. Do we need entry permit? what are the requirements?

If you meet the 24h twov in Shanghai, you don't need a visa then. You can contact the Shanghai immigration counter to inquire that.
