About:24-Hour Visa-Free Transit

24-Hours visa

If an Iranian person buys a ticket as follows: Tehran - Beijing - Guangzhou - Christchurch.
The difference between the arrival time in Beijing and the departure time in Guangzhou is less than 24 hours. But there is a stop in Urumqi before Beijing. Does 24 hours count from Urumqi or Beijing?
Urumqi asks a visa for Iranian. Do I need the entry permit for that stop?

You've answered your own question: you need a visa even when your transit time is under 24 hours. FYI, the 24-hour period starts from your arrival in the first port of entry which is Urumqi in your case (although that's irrelevant seeing you need a visa anyway).
