Indian passport holder changing planes in Guangzhou, Can I transit without visa?

I have an Indian passport. My flight details:
Flight date - 07 Feb 2019

SFO-Guangzhou-Delhi with 3 hours layover in Guangzhou to change the plane. No plans of leaving the airport.

Can I take TWOV in Guangzhou?

You are eligible for 24h twov in Guangzhou. No need to apply for visa for that.
