You cannot use Hainan VOA to go to Shanghai. You are supposed to apply for a tourist L type if you want to visit Hainan and Shanghai. To apply for that, you need to provide a filled-out application form affixed with a passport-style photo, your passport and its photocopy, round trip air tickets and hotel reservation.
