Are tomato and potato seedlings imported into China?

I am writing a paper about a pest of tomato that entered New Zealand accidentally on tomato from the US and want to evaluate the possibility of this pest finding its way to China. That's why I want to know if seedlings of tomtato, peppers or potatoes are allowed to be imported into China
