Layover sightseeing

We have a 13 hour layover in Kunming, China. We would like to leave the airport and see the city. What kind of a transit visa or free permit do we need? What is the cost? What are the restrictions?

If you are traveling Country A - Kunming - Country B then you don't need to apply for a visa. You can apply for the 24h twov at the airport, which is free of charge.
