Can I bring a scented pouch/pillow containing dried herbs and flowers into China?

The cloth pouch contains things like lavender, rosemary, thyme, and other dried scented herbs and flowers. Does it need to be sealed? and does it need to be declared?

Generally, there will be no problem to take it but you'd better seal it and declare in advance.
