About:72-Hour Visa-Free Transit FAQ

I have an Irish passport. Can I apply for the 144 hour twov if I fly Hong Kong - Beijing -Hong Kong?

There is no such thing as "the 144 hour visa". There is 144 hours transit without visa, but Hong Kong-Beijing-Hong Kong obviously isn't a transit of China and therefore doesn't qualify.
