Indonesian flying to xiamen

My wife is flying to xiamen to LA shes holder of green. card and Indonesian passport at last moment she was told by a airline she needs a transit g the transit very shirt 2.5 hour.Does she need a visa really and can she just transit through Voa? Btw my son is US citizen

If the officers at Xiamen immigration ask her to apply for transit G type, she needs to apply for it then. I'm afraid she cannot apply Xiamen VOA for that.

You must use the correct terminology. If you talk about Xiamen VOA (visa on arrival) you will be correctly told that it doesn't exist. You must always say you are in "transit without visa".
