About:24-Hour Visa-Free Transit

Transit Facility. please reply asap.. thanks

I am Indian citizen,i will fly from MELBOURNE to ROME ( chn)by china eastern airline and within 14 hours (overnight) TRANSIT IN SHANGHAI.. Will I be eligible to go out of the airport for sightseeing and stay the night in a hotel and take my connecting flight to ROME next day?

That would be possible. You can try to show them the hotel reservation to leave the airport.
