TPE (Taiwan) to PVG (96 Hrs) to KHH (Taiwan)

I am a U.S.citizen. I plan to fly Eva Air from LAX via TPE to PVG and then from PVG to KHH (Taiwan). Since Taipei and Kaohsiung both are cities in Taiwan but two different cities, can I still qualify for 144 hours twov waiver program?

No. You are supposed to apply for a visa for that trip beforehand.

You need to stop into another country before returning through Taiwan to be eligible.

But I was told that if you fly into PVG from Macau and fly out to HKG then you will be qualified for the visa waiver program because are two different cities....so why can't TPE and KHH be the same as two different cities?
