About:Shanghai - Hangzhou High Speed Train

If my train departs at 10.00 am, what is the latest time I must be there to collect my tickets?

There is no really a deadline for the ticket collection. However, to avoid missing it, usually it would be better to reach the station at least 1 hour or 1.5 hours in advance.
