Certificate True Copy (CTC) stamps

1.Did the owner of certificate need to going by himself for CTC stamps? Or can other man can representative for the CTC stamps
2.The original certificate in origin country, can we provide a copy only?
3.What the document need for stamping CTC of birth cert or marriage cert?
