NY to Wenzhou( a city in Zhejiang Province), then Wenzhou to Japan

I'm planning flying from NYC to Wenzhou(a city in Zhejiang Province), then the connecting flight to Wenzhou is at Shanghai. I will stay in Wenzhou for 4 days, then fly from Wenzhou to Tokyo, the connecting flight to Tokyo is at Shanghai. Can I enter China via the 144h free program if I take this route?
