Yes, you are advised to stay in Taipei and visit some attractions in Taipei or nearby, because most people will travel to south and it would be crowded in the railway station, bus station and attraction in southern region during the Chinese New Year. The trains out of Taipei are stilling running at that time but you’d better book the tickets in advance.
