Is a 3 hour layover in Changsha airport before reaching my final designation Shanghai okay 144 twov?

I am US citizen flying from US- Shanghai - Manila. My flight to Shanghai has a layover in Changsha airport. Will this qualify for 144 twov as my final destination is Shanghai?
