Shanghai Transit. Can i get out of the airport to visit Shanghai to see some of the sites?

Hi.
I am an Indian Citizen travelling between New York to Singapore transiting through Shanghai and I have about 9 hrs to spare in between at Shaghai airport. I know there is a 24hrs TWOV but there seems to be a bit of confusion.
