About:Baggage Allowance and Transportation

Can I carry a parcell of kites 200cmx30cmx30cm (16kgs) as general luggage

on a high speed train from Weifang to Shanghai in overhead luggage rack

The size seems a little too much than the policy, it may be questioned by the station staff. It would be safer if you use the postage service instead.
