About:Hangzhou Xiaoshan Airport

I will arrive xiaoshan Hangzhou airport at 11.00pm.

Is there any shuttle bus service to the West lake 7 service apartment at West lake road, shangcheng 31000 China and what is the fare?

Yes, there is the airport bus Pinghai Road Line directly to the hotel. Take the bus at the airport and get off at Grand Metropark Hotel. Then walk about 5 minutes to your hotel.
