Can’t join the tour group with group visa

We are traveling to beijing next week with a group and we have a group visa through our travel agency. Due to unfortunate events we cannot join the tour. Can the group still proceed with the tour eventhough not all persons in the entry permit list are present? This was what our agency said during our orientatiin.
