About:144-Hour Visa-Free Transit

I am Dutch, living in Taiwan, have an ARC, planning on going to Beijing for 3 days for business.

my itinerary; Taipei - Beijing - Taipei. Looks like I need a visa, right? And if I would fly Taipei - Beijing - Hongkong or Singapore- Taipei, do I need a visa then?

Taipei - Beijing - Taipei visa required as its not a transit.
Taipei - Beijing - Hongkong or Singapore is fine. Once you have made it to Hong Kong or Singapore you can then go anywhere you want ore return to Taiwan.

If you really wanted to Taipei > Beijing > Hong Kong > Beijing > Taipei is allowed as well.
