About:24-Hour Visa-Free Transit

Do you know how many times can I use the 24 hour TWOV?

I"m from Peru and I have a ticket from.new york to manila, I have a 11 hours conection in Shangai when Im going and returning , can I use a 24 hour TWOV both times ??
