Transit Visa for Pakistanis residing in New Zealand

I'm holding Pakistani passport living in New Zealand on a student entry permit. I want to apply for Chinese transit visa in New Zealand.
1) Is it possible for me to apply through the Consulate General of PRC in Christchurch rather than Chinese embassy New Zealand?
2) Pakistanis are exempted from visa application fees residing in Pakistan, is it applicable while applying though New Zealand?

1) You should apply from the consulate general where your living area belongs to, so I'm afraid you need to do that from the Chinese embassy New Zealand.
2) Hi, I suppose you need to pay the application fee while applying though New Zealand.
