About:Chinese Embassy in Kazakhstan

I tried to apply for visa from US but was denied .

Hello,
I am A Kazakh citizen living in in US. . I will be traveling through China and have 12 hours layover. I wanted to take this opportunity and visit Beijing just for short sightseeing . Can I obtain Chinese visa in Kazakhstan?
