Visa application submission - venue/time

I'm from Sri Lanka
1. Where should the Visa application forms to be submitted, is it the embassy or the consular office?
2. Can it be submitted in afternoon hours?

You should apply from the embassy or the consulate general where your living area belongs to. I think you can submit the application in afternoon houurs.
